In Dehradun, the garbage coming out of the wards is being transported in open vehicles with gross negligence and the orders issued by the Pollution Control Board are being violated, due to which there is a danger of spreading infection among the general public and who knows, the infection may also be spreading among the people due to this

After reading the above news, a social worker, RTI activist and senior journalist filed a PIL in the Uttarakhand Human Rights Commission, Dehradun in the wider public interest and requested that the garbage coming out of the wards is being transported in open vehicles, which is a danger to the health of the people. There is a full danger of spreading infection from several days old garbage and who knows, the infection may also be spreading among the people due to this.

 

About 500 tons of garbage is generated daily from various wards of the city. After collecting this garbage at three places in the city, it is sent for disposal from here, but extreme negligence is being shown in taking this garbage to the plant because the Central Pollution Control Board has given instructions not to take the garbage to the disposal plot in open vehicles under any circumstances, but this is also not being followed.

 

The garbage coming from different wards is first collected near Kargi Chowk in open vehicles. After this, this garbage is loaded into vehicles with the help of JCB and transported to Sheeshambada, 15 to 20 km away. These vehicles carrying garbage are also open from the top. When there is a jam on the roads, the drivers stuck in the jam also face problems because the garbage gets blown by the wind and spreads here and there.

 

Dr. RK Chaturvedi, Regional Officer, Pollution Control Board says that guidelines are issued in this regard from time to time and instructions will be issued to the Municipal Corporation again. But the big question is that when the guidelines of the Pollution Control Board are not being followed, then why action has not been taken in this matter when it is clearly related to the loss of life and property of the common people. On the other hand, Dr. Avinash Khanna, City Health Officer says that carrying garbage in open vehicles is a serious negligence. Guidelines have been given for this earlier also. Wherever negligence is being shown, strict action will be taken against them.

 

The big question is that when guidelines have been given, then why action was not taken by Dr. Avinash Khanna, City Health Officer in this matter, whereas this matter is clearly related to the loss of life and property of the common people.

 

The subject of the complaint is very serious and clearly related to the loss of life and property of the common people, so please call for an immediate report in public interest and take action.

 

While hearing the petition, the Human Rights Commission issued orders to the Chief Health Officer, Municipal Corporation Dehradun.

Order-

 

A complaint letter has been sent to the complainant Bhupendra Kumar Laxmi, resident of H-255, Nehru Colony, Dehradun, regarding carrying the garbage coming out of the wards in open vehicles and being negligent, violating the orders issued by the Pollution Control Board, due to which there is a danger of spreading infection among the general public and calling for an immediate report and taking action in the matter, submit your report regarding the complaint before the Commission by the next date.

 

It is to be noted that in case action is not taken as per the above order of the Commission, appropriate orders will be passed by the Commission after consideration.
