Dehradun: Scheduled Caste dhol player Pushkar Lal could not play the drum due to ill health during the Baisakhi fair organized in the village, on which the upper castes of the village called a panchayat and imposed a fine of Rs 5000 on Pushkar Lal and even after paying the fine, the villagers called a panchayat in the village and decided to boycott the Scheduled Caste families and deprive them of water, forest, land.
It was also said that they would not be allowed to fill water from the natural water sources of the village.
Hearing the PIL filed by human rights, RTI and social activist Bhupendra Kumar Laxmi in the above case, Justice Girdhar Singh Dharmashaktu, member of Human Rights Commission Uttarakhand, issued a notice to the District Magistrate Chamoli on 16 August 2024 and issued orders that the District Magistrate Chamoli will submit a report regarding the case by the due date 12.09.2024.

Taking a tough stand on the above PIL, the Commission member Justice Girdhar Singh Dharmashaktu issued another order on 21st August 2024 and directed the District Magistrate Chamoli.

Note: The Commission will hear the complaint in the Vikas Bhavan Auditorium, Gopeshwar, District Chamoli Headquarters.
So ensure to be present in the said auditorium on 12.09.2024 at 10:30 am.
Therefore, you are expected to please provide the desired information/report in compliance with the above order of the Commission in this matter by 12/09/2024.
It is to be noted that in case of non-action as per the above order of the Commission, appropriate orders will be passed by the Commission after consideration.
The case was heard by the double bench of Human Rights Commission Uttarakhand on 12/09/2024 in Chamoli, in the hearing the victim Ranjit Lal appeared before the Commission and the Commission was told that his boycott is continuing.
On which the Commission’s double bench member (Judge) Girdhar Singh Dharmashaktu and member (IPS) Ram Singh Meena took a tough stand and issued instructions to the District Magistrate Chamoli and SSP Chamoli and gave orders.

Victims Ranjit Lal and Ashish Joshi, Naib Tehsildar, Jyotirmath are present before the Commission. The victim has appeared before the Commission and told that his boycott is continuing. This is a very serious matter. District Magistrate Chamoli and Superintendent of Police Chamoli will personally go to the spot in the case and resolve the problem and submit the report of action before the Commission.
The file should be presented on 25.11.2024. It is to be noted that in case action is not taken as required under the above order of the Commission, appropriate orders will be passed by the Commission after consideration.
