The Human Rights Commission has taken a strong stance on the two-wheeler toll collection at the KolhuKhet toll barrier and has summoned a report from the Mussoorie Municipal Corporation.
Dehradun: The controversy surrounding the collection of toll tax from local residents, even from two-wheelers, at the KolhuKhet toll barrier is deepening.
Human rights, RTI, and social activist Bhupendra Kumar Laxmi, resident of Nehru Colony, Dehradun, filed a public interest litigation with the Uttarakhand Human Rights Commission on August 27, 2025. The complaint stated that when Dehradun residents objected to the toll barrier, the toll workers responded, “This area does not fall within Dehradun district, so toll must be paid.”
Recognizing the seriousness of the matter, Commission Member (IPS) Ram Singh Meena issued an order to summon a report from the Mussoorie Municipal Council.

Complainant Bhupendra Kumar Laxmi, resident of H-255, Nehru Colony, Dehradun, has submitted a complaint requesting that toll tax be collected from two-wheelers at the KolhuKhet toll barrier while traveling from Dehradun to Mussoorie, and that Dehradun residents also be charged, and that immediate action be taken in the public interest.
A copy of the complaint letter be sent to the Secretary, Mussoorie Municipal Council, who will submit a report to the Commission by a future date.
