*Dehradun: Commission issued notice and sought report of both the cases of Inspector from SSP Doon*

In the case of cutting the wire fencing of government land and demolishing the wall under construction in Sudhowala, Dehradun, Additional Secretary Finance Uttarakhand reached the spot and on this matter, Inspector Outpost Incharge Jhajra, Police Station Premnagar Harsh Arora started arguing with him and earlier also in the year 2023, when senior journalist Om Prakash Sati of Hindustan newspaper of Dehradun went to cover Dussehra program, even after introducing himself, this same inspector misbehaved and violated the human rights of the senior journalist and pushed him out of the venue. When Inspector Harsh Arora behaves like this with an officer of Additional Secretary level and a senior journalist, then who knows what the general public would do. In the above case, social, RTI and human rights activist Bhupendra Kumar Laxmi filed a PIL in the Human Rights Commission Uttarakhand and requested that “In Sudhowala, Dehradun, some people had recently cut the wire fencing of government land and demolished the wall under construction. It is being told that where this wire fencing and wall is being built by the government department, some people have plots behind it. Their way is getting blocked due to the construction of the wall, due to which they demolished this wall. In this case, Additional Secretary Finance Uttarakhand reached the spot to take stock of the incident spot, there Outpost Incharge Jhajra, Police Station Premnagar Harsh Arora started arguing with Mr. Additional Secretary Finance.
After an altercation with some people on the spot, Additional Secretary Finance and Outpost Incharge Jhajra Harsh Arora came face to face. After a long debate between the two sides, Additional Secretary Finance informed the Chief Secretary, DGP, Finance Secretary about the matter.
Earlier also, Dussehra fair was organized at Parade Ground, Dehradun on 24 October 2023. In which a large number of people gathered Police force was deployed to control the crowd and maintain order. At that time, Inspector Harsh Arora, posted in SOG at Parade Ground, was also put on duty at the venue. Unable to handle the huge crowd, the inspector started showing off his uniform to the people who had come to see the fair. Meanwhile, senior journalist Omprakash Sati and some other media personnel who had come to cover the Dussehra fair were standing at one place and watching the event, when Inspector Harsh Arora came to them and asked them to leave the place.
During this, the journalists introduced themselves to the inspector and talked about covering the fair, but the inspector lost his temper and angrily started misbehaving with them and pushed the senior journalist and in his arrogance, despite senior journalist Omprakash Sati introducing himself, he pushed him and threw him out of the venue in a disgraceful manner.
At that time, the Director General of Police, apart from suspending the inspector, had ordered an inquiry against him. What was the inquiry, what action was taken, no one knows because the situation remains the same even today. It is so.
When Inspector Harsh Arora behaves like this with an officer of the level of Additional Secretary and a senior journalist, then how would he behave with the common man.
The subject of the complaint is very serious. In the interest of public and justice, please take action by calling for a report in both the cases because looking at the current case, it seems that the concerned officers have not taken serious action on the previous journalist case.
Looking at the seriousness of the complaint, Human Rights Commission member Ram Singh Meena (former IPS) issued a notice to SSP Dehradun and issued orders.

Complainant Bhupendra Kumar Laxmi has requested that Additional Secretary Finance Uttarakhand should reach the spot in the matter of cutting the wire fencing of government land and demolishing the wall under construction in Sudhowala, Dehradun, Sub Inspector Harsh Arora of Jhajra, Police Station Premnagar argued with him in this matter, some time ago, even after senior journalist of Hindustan newspaper Omprakash Sati introduced himself, the inspector behaved rudely with him and a report should be called in both the cases and action should be taken. A complaint letter has been submitted in this regard.
A copy of the complaint letter should be sent to the Senior Superintendent of Police, Dehradun, so that he can present his report in this regard before the Commission by the next date.
