RRP strongly demands immediate action against officials involved in making fake permanent residence certificates and fake caste certificates in Uttarakhand

Nationalist Regional Party demands strict action against officials issuing fake residence and caste certificates in Uttarakhand, and the formation of a special investigation committee.

Dehradun, December 2, 2025: Nationalist Regional Party National President Shiv Prasad Semwal has strongly demanded that officials responsible for issuing fake permanent residence and caste certificates in Uttarakhand be identified and immediate action be taken against them. He placed particular emphasis on holding accountable officials at the Patwari, Tehsildar, and Sub-Divisional Magistrate (SDM) levels, whose connivance is involved in the creation of such fraudulent documents. Mr. Semwal stated that this practice is an attack on the rights of local youth in the state and exposes a deep rot in the administrative system.

Citing the recent incident in Chamoli district, Mr. Semwal said that the case of guest teacher Yunus Ansari, accused of sexually abusing a minor student, is not just a criminal incident but a manifestation of an administrative problem deeply entrenched in fraud. Yunus Ansari, originally from Jalalabad, Uttar Pradesh, obtained a permanent residence and OBC certificate from Chamoli and was appointed as a government teacher. This demonstrates negligence or collusion in the multi-layered process, from the Patwari to the Tehsildar and SDM. “Did the Patwari prepare the report without verification? Did the Tehsildar and SDM sign it without investigation? Or is this entire episode the result of an organized conspiracy?” Mr. Semwal raised these questions, arguing that such fake certificates are depriving talented local youth of government jobs and reservation benefits, making the regional reservation policy a mockery.

This problem is not new in Uttarakhand. Irregularities in government jobs, educational admissions, and other schemes through fake permanent residence and caste certificates are constantly being exposed. Calling it a “Raktabeej” system, Mr. Semwal said that this practice is flourishing due to a lack of accountability among officials. Failure to take action in one case gives rise to ten new fake certificates, threatening the future of future generations.

Mr. Semwal demanded that the state government immediately constitute a special investigation committee to investigate the fraudulent permanent residence and caste certificate holders who are availing benefits of various government departments and schemes. He also issued instructions to this committee to complete the investigation in a timely manner.

 

He also demanded special scrutiny of old certificates, mandatory digital verification process and inter-state database integration, and strict punitive action against officials involved in the fraud. “This case is not just about Yunus Ansari, but a reflection of the entire administrative structure, which is failing to protect the truth amid negligence and corruption. If strict action is not taken now, this game will continue to crush the dreams of the state’s youth,” warned Mr. Semwal.

The Nationalist Regional Party is committed to protecting the local interests of the state and expects immediate action from the government on this issue.
