Use of black or any other type of film on vehicles in Dehradun district of Uttarakhand, this situation can also happen in other districts of the state.
Human rights, RTI and social activist Bhupinder Kumar Lakshmi filed a PIL in Human Rights Commission Uttarakhand and requested that “In Dehradun, black or any other type of film is being used on vehicles and such films are also being used on windscreen and back glass due to which it is not possible to know who is sitting in the vehicle and who is driving it”. “This situation is very safe for criminals because due to the film, no one outside, be it police or anyone else, can see the people sitting inside the vehicle and putting films on vehicles is also against the transport rules”.
“Police and Transport Department rarely run campaigns against these filmed vehicles and the vehicles plying on the roads with filmed films are being ignored”.
Therefore, it is requested to the Honorable Sir that please call for a report from the concerned departments, Police and Transport Department in public interest and take immediate action.
Member of Human Rights Commission (IPS) Ram Singh Meena, while hearing the PIL, issued orders directing the Traffic Director, Uttarakhand.
Order-
A complaint letter has been sent by the complainant Bhupendra Kumar Laxmi regarding the use of black and other types of films in vehicles in Dehradun and taking action by calling for a report from the concerned departments and Police and Transport Department in public interest.
In the interest of justice, a copy of the complaint letter should be sent to the Traffic Director, Uttarakhand Dehradun so that he takes necessary action in this regard as per law.
Also, in 2012, the Supreme Court had declared the use of black film on the windscreen, safety glass or side glass of any vehicle illegal across the country.
