Chief Minister Pushkar Singh Dhami administered the oath of the Preamble to the Constitution of India and released the Prosecution Department’s magazine at a program held at Police Lines, Dehradun on Wednesday, on the occasion of Constitution Day. He extended his best wishes to everyone on Constitution and Law Day and also paid tribute to Dr. Bhimrao Ambedkar. During the program, the Chief Minister announced that the Prosecution Department would receive financial assistance for widespread dissemination of new criminal laws. The department will also receive assistance for digitization. A system will be established to award awards for outstanding work in the Prosecution Department. Arrangements will be made to provide Prosecution Department officers with training in various dialects spoken in the state.
The Chief Minister stated that the Prosecution Service is an important pillar of our judicial system, working to establish truth and ensure transparency and effectiveness in the judicial process. He stated that November 26, 1949, will forever be etched as a golden chapter in Indian history. On this day, the Constituent Assembly of India formally adopted the Indian Constitution. The celebration of November 26th as Law Day was initiated in 1979 by the efforts of the late eminent jurist Dr. Lakshmi Mall Singhvi and the Supreme Court Bar Association. In 2015, Prime Minister Narendra Modi paid true tribute to all the founding fathers of our Constitution by deciding to celebrate November 26th as a national festival, “Constitution Day.”
The Chief Minister said that under the Prime Minister’s leadership, many historic steps are being taken to modernize, strengthen, transparent, and citizen-centric our judicial system. Historic work has been done to implement the Indian Judicial Code 2023, the Indian Civil Defence Code 2023, and the Indian Evidence Act 2023, as per current circumstances. Extensive efforts are being made to provide accessible, simple, and timely justice to the people. Initiatives such as the e-Courts Project, the National Judicial Data Grid, Fast Track Special Courts, Speedy Justice Mechanism for Women and Child Crimes, the Mediation Bill, teleconferencing hearings, and digital case management systems are all revolutionizing the justice system, making it more transparent, speedy, and accessible. New laws recognize electronic and digital records as evidence, making the investigation and prosecution process more reliable, scientific, and authentic than before.
The Chief Minister stated that the state government is continuously working to strengthen the judicial system in the state. New court buildings are being constructed and existing structures are being strengthened to modernize the judicial system. Digital courts, e-filing, and virtual hearing systems are being further strengthened. Continuous efforts are being made to improve the quality of legal education and provide mentorship to young lawyers, as well as to create a safe and conducive environment for women lawyers. Several landmark decisions have been taken, including the implementation of strict anti-cheating laws and the UCC. MLA Vinod Chamoli, Home Secretary Shailesh Bagoli, Director General of Police Deepam Seth, Director of Prosecution A.P. Anshuman and officers of the police and prosecution departments were present on the occasion.
