In the emergency of Doon Medical College Hospital, illegal collection is being done in the name of medical certificate and instead of taking action, a cover-up is being done and the concerned EMO who made the illegal collection has been given a clean chit.
After reading the above news in newspapers by a social and RTI activist, a PIL was filed in the Human Rights Commission Uttarakhand and it was requested that “In the emergency of Dehradun’s Doon Medical College Hospital, collection is being done in the name of medical, patients are not being given attention and there are also complaints regarding referral, on which the management, on the instructions of Principal Dr. Ashutosh Sayana, MS Dr. Anurag Agarwal has issued a notice to an EMO of the emergency. On the other hand, the involvement of some employees posted in the emergency has also come to light. The EMO has taken medical money in the account of the employee”.
“According to MS Dr. Anurag Agarwal, a warning was issued to the concerned EMO earlier also. Now a notice has been given and a reply has been sought”. “Now a cover-up is also being done regarding the extortion being done in the name of making medical certificates in Doon Medical College Hospital. The emergency in-charge has submitted the report to the Medical Superintendent. In which he has given a clean chit to the concerned EMO. It has been said that if the MS wants, he can take action at his level. Let us tell you that earlier there was a ban on putting the concerned EMO on night duty, but still he was put on duty. Questions are being raised on this too.
That extortion is going on openly in the name of making medical in the emergency of Doon Hospital. The fee for medical certificate is Rs 150, but up to Rs 1500 are being charged for it, and one such case came to light in the hospital. Where Rs 1300 was collected from a student in the name of making medical. There was a ruckus in the emergency on Sunday night, 7th. Then Medical Superintendent Dr. Anurag Agarwal had asked the emergency in-charge to investigate and submit a report in two days”.
Therefore, it is requested to the Honorable Sir that the subject of the complaint is very serious because illegal recovery is being made in the name of medical certificate and instead of taking action, a cover-up is being done and the concerned EMO who made the illegal recovery has been given a clean chit, whereas legal action should have been taken along with departmental action against the concerned EMO and other employees involved in this, this is clearly a violation of the human rights of the victims, therefore, please call for a report in public interest and take immediate action.
Hearing the PIL filed by this correspondent Bhupendra Kumar Laxmi, the Commission member Ram Singh Meena (IPS) issued a notice to the Principal Doon Medical College Dehradun and ordered

The complainant Bhupendra Kumar Laxmi has submitted a complaint regarding illegal recovery being made in the name of medical certificate in the emergency of Doon Medical College, a cover-up instead of taking action, giving a clean chit to the officer who made the illegal recovery and calling for a report in public interest and taking action.
A copy of the complaint should be sent to the Principal, Doon Medical College, Dehradun so that he may submit his report in this regard to the Commission before the due date.
