Dehradun: The District Magistrate secured the bank loan waiver for Kshama, a helpless widow who lost one daughter, one infant granddaughter, and three unmarried daughters. He secured a no-dues NOC from the bank. Kshama secured the bank loan for the widow and issued a one-time settlement NOC; the DM personally deposited the remaining 33,000 rupees.

A loan of 1.25 lakh rupees was taken from DCB Bank in 2014 for her daughter’s marriage.

The younger daughter Faiza’s education was revived by Nanda-Sunanda, with 27,000 rupees in fees from the “Nanda-Sunanda” project; and an income certificate was issued on the spot.

Granddaughter Ayra was admitted to a nearby private school under the RTE Act.

The district administration’s support team became a support for the distressed and helpless.

The husband died in 2014, and the elder married daughter died of COVID-19 in 2020; Unable to repay the remaining loan due to family responsibilities.

Widow Kshama is responsible for the upkeep and education of her three unmarried daughters and five-year-old granddaughter; District Administration provides support.

Dehradun, April 7, 2026 (Suvi): The District Administration, demonstrating humanitarian sensitivity, has provided significant relief to helpless widow Kshama Parveen. Following District Magistrate Savin Bansal’s instructions, the District Administration coordinated with the relevant bank and settled her outstanding loan through a One-Time Settlement (OTS), and issued a NOC (No Objection Certificate) and a No Dues Certificate. Following the settlement, the District Administration disbursed the remaining amount to the bank.

On March 28, 2026, in the District Magistrate’s office, Kshama Parveen pleaded with the District Magistrate that she had taken a loan of ₹1.25 lakh from DCB Bank in 2014 for her elder daughter’s wedding. Her husband passed away that same year, exacerbating the family’s financial crisis. After this, in the year 2020, during Covid-19, her elder married daughter also passed away. Due to continuous adverse circumstances and family responsibilities, her health started deteriorating. She was unable to pay the remaining loan.

Currently, Kshama Parveen has the sole responsibility of supporting three unmarried daughters, one son, and a 5-year-old granddaughter. Upon learning of the matter, the District Magistrate took immediate action and secured the education of her younger daughter Faiza from Nanda-Sunanda and the education of her granddaughter in a nearby private school under the RTE Act. The obstacle of income certificate in admission under RTE was immediately removed and the child was admitted to a nearby private school by issuing an income certificate on the spot. The District Magistrate coordinated with the bank in the case of widow Kshama Parveen and got her loan cleared through a one-time settlement and issued an NOC. Her younger daughter’s education was revived by depositing the annual school fee of 27 thousand under the “Nanda-Sunanda Scheme.” The Chief Education Officer was directed to ensure admission of her 5-year-old granddaughter Ayra in a nearby school under RTE, following which Ayra was admitted. The District Administration is committed to helping the needy and helpless citizens and relief will be provided on priority basis in such cases.
