Dehradun: Notice issued to Commissioner Garhwal and VC- MDDA
The councillors of Dehradun Municipal Corporation have handed over a letter to the Secretary of Mussoorie Dehradun Development Authority and have clearly alleged that if anyone is spoiling the atmosphere of Dehradun today, then it is only your department MDDA. With the connivance of your officers and employees, the picture of the once green Doon has changed. Water sources, parks, drains, khalas have vanished due to illegal buildings and malls/complexes. Your department is hell-bent on harming the state and its people in the name of development and commission.
The following allegations have been made by the councillors in their letter.
The Municipal Corporation had given NOC to the land owned by the Municipal Corporation Dehradun in Khasra number 463 of Rajeshwar Nagar Phase 1 of Dhora on the trust of your department, but with the connivance of your officers, the property has been given to an NGO and land mafia.
With the connivance of MDDA officials, the work of many illegal malls, flats, plotting is going on in Jakhan area.
Commercial hotels and complexes are being built on residential land of Awas Vikas in Doon Vihar Jakhan with the connivance of MDDA officials.
Parking arrangements, water storage arrangements and sewerage arrangements are not in order in any mall or flat in the city. MDDA officials have never even investigated it.
In this matter of state interest and public interest, Bhupinder kumar Laxmi had filed a PIL in Human Rights Commission Uttarakhand and requested that very serious allegations have been made against MDDA officials by BJP councillors of Dehradun Municipal Corporation and evidence of the same has also been presented. Therefore, in the interest of the state and public interest, please take immediate strict action and order a high-level investigation and call for a report of the entire matter. The matter is very serious, so the senior officials of MDDA may also try to save their officers.
Considering the seriousness of the matter, the Human Rights Commission had immediately heard the PIL and issued a notice to the MDDA Secretary directing him to submit a report within 4 weeks.
The Commission had issued the first notice on 21 April 2022 seeking a reply, after which many more notices were issued and even after more than two years today, the MDDA Secretary has not submitted his reply related to the complaint in the Commission in a matter related to state interest and public interest.
On not responding even after several notices on the complaint of illegal occupation of government land and passing of wrong maps, strict orders have been issued by the Commission member Justice Girdhar Singh Dharmashaktu, taking a tough stand.
Order
The case is pending since the year 2022. Even after giving several dates to the Secretary, MDDA Dehradun, the report is not being submitted by him. This is a very regrettable situation. Notice should be served to Secretary, MDDA Dehradun through Chairman, MDDA Dehradun/Commissioner Garhwal Division. He will necessarily submit his report to the Commission by the due date.
It should be noted that in case action is not taken as per the above order of the Commission, appropriate orders will be passed by the Commission after consideration.
