Dehradun, February 7, 2026, (Information Department) Under the guidance of the Hon’ble Chief Minister, a significant and far-sighted step has been taken under Project Utkarsh for the development of digital and advanced teaching facilities in government-run secondary schools of Dehradun district, thanks to the special initiative and personal direction of District Magistrate Savin Bansal. With the objective of providing modern, technology-enabled and quality education to the students, the process of equipping the classrooms of all government secondary schools in the district with smart teaching systems has been started. Taking a major initiative towards the modernization of education, the district administration has implemented a smart teaching system in 168 government secondary schools of the district. A total of 884 smart TVs have been installed at a cost of Rs. 3.67 crore, connecting every classroom to the digital teaching system.
Government schools in the district are going to get a digital boost. This initiative of the district administration is being seen as a major step in education in government schools. The objective of this initiative, conducted under the special direction of the District Magistrate, is to provide students with modern, interactive and technology-based education. Through smart TVs, audio-video content, e-learning modules and digital study materials will now be used in classrooms, making the teaching process more effective and interesting. This initiative will not only empower government schools technologically but will also prove to be a significant step towards digital empowerment by providing students with a competitive educational environment. Under this scheme, a total of 884 smart TVs are to be procured for the classrooms of 168 government secondary schools operating in 06 development blocks of the district. The objective is to ensure that digital learning facilities are equally available in every school and to minimize the digital divide between rural and urban schools. The installation of smart TVs will make the teaching process in schools more effective, engaging, and participatory. This will enable the use of the Diksha portal, PMeVIDYA, e-content, educational videos, virtual classrooms, and other digital platforms. This is expected to lead to a significant improvement in students’ conceptual understanding, participation, and academic quality.
The district administration is procuring smart TVs in two sizes, keeping in mind the size of the classrooms and the number of students: 43-inch TVs for small and medium-sized classrooms and 55-inch TVs for larger classrooms. A total of ₹3,67,00,000/- (Rupees three crore sixty-seven lakh only) has been sanctioned for this ambitious project. This amount has been provided from the District Mineral Fund, Dehradun. Previously, all government schools in the district were furnished with furniture using ₹5 crore from CSR funds.
The smart TVs were procured through the GeM portal using an e-tendering process under a transparent and competitive system. A total of 12 firms from various states of the country participated in the tender process. A tender committee was constituted under the chairmanship of the Chief Development Officer for the examination and selection of bids, which included technical and financial experts from NIC, the Treasury, and other relevant departments. After a detailed technical and financial evaluation of the received bids as per the rules, the eligible firm with the lowest bid was selected, and the work order was issued. The supply and installation work will be carried out transparently and competitively through the e-tendering system via the GeM portal. Instructions have been given to start the supply and installation work soon and complete it within the stipulated time frame. This initiative is not only a strong effort to promote digital education, but also a significant step towards developing a technology-enabled learning environment in line with the National Education Policy (NEP). District Magistrate Savin Bansal described it as a milestone in the modernization of education in the district, stating that the administration is continuously committed to connecting students with modern resources. The district administration will ensure the timely supply and installation of smart TVs, making digital learning facilities available in all schools soon.
